Task 6.5: add createBinding/listBindings/simulateRoute/listRouteDecisions/ approveDecision/denyDecision to RestClient + RouteBinding/RouteDecision types. New @insignia/iios-community-web package (CommunityProvider, useBindings, useRoutePreview, useRouteDecisions). Boundary allowlist: community-web -> contracts + kernel-client.
